I am working to implement TBM within the federal government. This is challenging as the federal financial system is not geared towards producing good data in general, let alone the high quality of data needed to tie spending to outcomes.
Currently I am trying to figure out how to connect financial data to IT spending without any invoices or other documentation that will tie a dollar to a specific service. I know this sounds impossible, but I'm hoping there's somebody out there with some ideas or insights on how to integrate TBM with federal financial data. Oh, and please don't point out that it will require changes from Congress. We won't get those so we have to find another way, preferably something that is reproducible by other federal organizations.
Feel free to chime in if you have any ideas or suggestions on how to make TBM work within any aspect of the federal government. We have a lot of challenges to overcome.
