How I am working on the Backpack 1 and I wanted to know when it comes to adding the "Date Partition" what is the definition of when it is necessary to add and when it should not be added.

The way to know if you need a date partition or not is based on whether your data contains values that are time specific or not. In the data you are working with for your course, the Chart of Accounts does not contain time specific values but your Actuals (the company spending) DOES contain values that are specific to a time period and that data can be found in the columns labelled Jan Feb Mar Apr, etc.
When you set a date partition, you are informing the application on where to locate the values that are needed for the respective months of the project. Look at your global header to determine which month of your project you are working in. If you are in February, you want to be looking at the dollars amounts that belong to Feb not any other month.
