I need help figuring out why I got 2 labor tables in Project explorer when uploading my Labor Headcount plan?
Hmm not sure. Most likely it's the way you named the category when you uploaded your Labor Headcount. Perhaps it has a leading or trailing space. You can move a dataset from one category to another in the following way.
If you'd like us to take a look at your project to verify please post a link to your project. no username or pwd is necessary as we have admin rights to training environments.

Note, in the end, it really doesn't hurt anything if you have your headcount in an extra category. It won't hurt anything so you could leave it like that and your project should be just fine.
And just to add one clarifiying comment to what Debbie said, you indicated you have 2 Labor tables - but to be sure you're aware, what you really have are 2 Labor categories, thus Debbie's solution.
