Hello. I am looking for a course on chargeback. Is that something the Council provides? In looking at the class offerings I didn't see anything specifically so wanted to reach out and ask about.
Hi Susan Ball, we do not have a course specific to chargeback but our Executive Foundation course covers what we call "Shaping Business Demand," and includes showback/bill of IT, chargeback/cost recovery, rates management and related topics. This is all part of the two-day course.
In other parts of the course, we talk about things that often frustrate cost recovery and shaping demand, such as the fixed cost nature of IT, role of service owners and business relationship management, etc.

Funny, rereading my own comment...I didn't mean to imply that the "role of service owners and BRMs" frustrates cost recovery and shaping demand! More, the lack of well defined service owner and BRM roles often does so!
i have done the above course and can recommend it. My course was delivered in a group environment so there was a lot of opportunity to discuss/debate best practice and whether show back or chargeback is most appropriate (depends on your objectives).
The TBM course in theoretical in nature but I should also mention that Apptio have a bill of IT training course that explains how it works in their product.
One final point if you if you are considering chargeback you should also consider benchmarking to neutralise the inevitable your too expensive responses
