On the Project tab of the Ribbon bar, click Report Collections. This will bring a pop-up with all the Collections, and here you can create a New Collection.
You will then be able to assign Reports to that collection
I am sorry, I might have not asked the question correctly or maybe did not understand the answer.I already have a Report Collection with the same method that you explained. But i want to add that report collection to the Home Page under the default or custom heading like have "TBM Dashboards" ,"IT Finance", "IT Management", "Apps & Services", “Data & Allocations” as shown in the pic attached. How would I do that ?
In that case you will need to customise that report. and add element that you would like to have shown. This is a manual process, so not something that can automatically added, which I think is where you are going, and is a good thought for an RFE.
And the gotcha of customising this report is that if you upgrade the Cost Source component, you will have to re-apply your customisations.

Hi Michael, how do you change the default report within a collection. I have reordered the tabs, but it still defaults to a particular report. Can this be changed?
